PROBLEM TO BE SOLVED: To charge the side to which information is provided based on quality of contents to be provided.

SOLUTION: In charging and distributing content data 6 from an information distribution device 1, the same content data 6 are processed into a plurality of pieces of content data with different quality and pieces of charge information corresponding to the quality of the content data are added to the content data. Then, content distribution data after adding the charge information are distributed to an information receiver 200a. After that, the information distribution device receives the charge information of at least one piece of content distribution data selected among the plurality of pieces of content distribution data with different quality from the information receiver 200a and the fee is charged based on at least one piece of received charge information.
