PROBLEM TO BE SOLVED: To provide a user monitoring system for increasing the suppression effects of the unauthorized use of a terminal, and for easily specifying an illicit user. SOLUTION: A user monitoring system is configured to, after a normal user A who is permitted to use a computer system 200 logs in by using a PC terminal P<SB>1</SB>, suppress the use of the PC terminal P<SB>1</SB>by the others, and provided with a database 12 for storing predetermined monitoring reference data relating to the specific user; a monitoring data processing part 16 for acquiring the monitoring data for the user who is actually operating the PC terminal P<SB>1</SB>by a fixed time interval, and for collating the acquired monitor data with the monitoring reference data of the normal user A for deciding the matching/mismatching of those data; and a lock processing part 20 for locking the input to the PC terminal P<SB>1</SB>according to the mismatching decision of the monitoring data processing part 16.
