PROBLEM TO BE SOLVED: To easily maintain a high-speed communication with a communication opposite device by using a tuner diversity while effectively utilizing a radio source when an adaptive modulation system is adopted. SOLUTION: A CS 100 practices a diversity radio communication with a mobile station by using a plurality of channels determined by a time slot and a radio frequency. The CS 100 determines a modulation system as a changing candidate in response to the receiving communication quality of a signal received from a PS 200. The CS 100 practices the diversity radio communication without changing the modulation system used for a current communication into other ones when a modulation system transfer rate as the determined changing candidate is lower than that used for the current communication.
