An occupant restraint device having, as a separate body from a seat pan, a support member for supporting a bag and a vehicle seat provided with the occupant restraint device. A base frame (1) of the seat has, as a separate body from the seat pan (4), the support member (20) for supporting the bag (11) of the occupant restraint device, and the bag (11) is placed on the support member (20). The support member (20) has bag support surfaces (21, 22) extending in two different directions. The front support surface (21) is tilted such that the closer to the front edge side, the higher the front support surface, and the front support surface is positioned on the front side of the center (C) of the inflated bag (11). The rear support surface (22) is substantially horizontally extended below the bag (11). The support member (20) is positioned separated by 200 mm to 400 mm forward from a connection shaft of the base frame (1) and a back frame.
