PROBLEM TO BE SOLVED: To make deterioration in image quality to be the minimum while suppressing increase of a network load.

SOLUTION: Missing in image data caused by encoding becomes intense as the network load is increased more and more because bit rate adjustment is performed when the network load increases and a data communication speed becomes low. Though image quality of an output image is to be deteriorated rapidly for this reason, each codec of an input terminal 1 and an output terminal 3 is to be changed by codec changing means 104, 303 without stopping a system or a program when the other codec whose code amount is equivalent and the image quality of the output image is superior than a codec which is in a state to have been performed bit rate adjustment caused by deterioration of data communication speed is existing.
