PROBLEM TO BE SOLVED: To provide a rotary damper capable of improving operability by eliminating difference of operation feeling felt by a user in a free stop region, and to facilitate controlling of a pressure contact state in the free stop region. SOLUTION: In the rotary damper 1, the other member 2 is assembled so as to be capable of being turned with respect to one member 4, and an energizing means 5 is provided for relatively giving the turning force to both of the one member 4 and the other member 2. The other member 2 has a first turning region frictionally engaged with the one member 4 in a part of the turning region, to which the energizing force by the energizing means 5 does not act.
