PROBLEM TO BE SOLVED: To provide an image analyzing device, an image analyzing method, an image analyzing program and an image capturing device, wherein a result of an image analyzing processing is fast output without degrading the accuracy of the image analyzing processing. SOLUTION: In a first image analyzing processing, sub-image data obtained by thinning out pixels from image data are formed, and an image analyzing result of a substantially same level is obtained between the case where it is executed for the sub-image data and the case where it is executed for the image data. The first image analyzing processing is executed for the sub-image data, whereby as compared with the case where the first image analyzing processing is executed for the image data which is not thinned out, as the number of pixels of the sub-image data is small, a time period required from a startup to an end of the first image analyzing processing is shortened, whereas a result of the first image analyzing processing with an unchangeable accuracy can be obtained.
