PROBLEM TO BE SOLVED: To provide a specific function restricting system for making an entry into a photography inhibiting place smoothly by using communication in a non-contact method and limiting use of a camera for a user who has a portable telephone terminal with a camera function and enters the photography inhibiting place. SOLUTION: In the specific function restricting system, a portable telephone terminal 10 transmits own terminal model information stored in an IC card 13b to a gate 30 through a short range radio transmission. From the type information of the portable telephone terminal 10 itself received through the gate 30, the type code stored in a type code data base 23 is compared by a server 20, and if it is determined as a portable telephone terminal with a specific function, a signal for restricting the specific function is transmitted from the server 20 to the portable telephone terminal 10 through the short range radio transmission so that the entrance into the area is permitted.
