<P>PROBLEM TO BE SOLVED: To provide reference information including weather data of a position that is not the present position, for example, a moving destination or the like. <P>SOLUTION: This weather data collecting and providing method comprises the steps for: receiving weather information and position information from a user terminal that can measure the weather information and the position information and updating data of an area specified from the position information by the weather information in a weather information DB; urging the user of the user terminal to designate an area except the present position in accordance with the reception of the weather information and the position information; extracting weather information and providing information corresponding to the designated area from the weather information DB and a providing information DB when receiving the designation of the area from the user terminal; and using the extracted weather information and providing information to generate providing data and transmitting the providing data to the user terminal.
