PROBLEM TO BE SOLVED: To solve problems of a conventional video signal processing circuit in which motion adaptive IP conversion or the like for converting an interlace signal into a progressive signal requires a memory in the unit of a frame resulting in causing a high cost while very high image quality can be theoretically attained and in which two-dimensional digital filtering causes a loss of sharpness of an interpolated video image because interpolation is executed in a field. SOLUTION: The video signal processing circuit disclosed herein is characterized in canceling a decrease in a luminance level due to input of dark interpolation data by increasing a luminance level of an interlace signal of an original signal in converting the interlace signal into the progressive signal.
