PROBLEM TO BE SOLVED: To provide an inexpensive commercial detection method which can accurately detect a commercial, even if a short commercial such as a program propaganda is inserted between commercials. SOLUTION: In this solution, commercial switching timing is detected. When a time interval from one commercial to the next commercial is 15 seconds or 30 seconds equivalent to a time interval for single commercial broadcasting, the interval is selected as a commercial candidate interval. When the time interval is 5 seconds equivalent to the other kind of a commercial broadcasting time such as a program propaganda, the interval is selected as a quasi-commercial candidate interval. For example, when the length of a block composed of a commercial candidate interval and a quasi-commercial candidate interval exceeds 60 seconds, the interval is determined as a commercial interval to absolutely detect the commercial interval even if the other kind of a short commercial like a program propaganda is inserted between two commercials.
