PROBLEM TO BE SOLVED: To provide a charger for enabling a safe charge even if a current limit of an external power supply is lower than the maximum charge current of the charger and a battery voltage is low. SOLUTION: The charger 100 is provided with a preliminary charging circuit 160 for charging a current lower than the charge current of the charge controlling section 120. When the battery voltage Vb is lower than a predetermined value Vbx1, a charge controlling circuit 123 in the charge controlling section 120 fixes a charge controlling transistor 121 in an off state, and a control circuit 170 operates the preliminary charging circuit 160 so as to implement a preliminary charge for charging a secondary battery 102 with a micro current Ichsub. If a supplied voltage Vc is lower than a first supply voltage value, the control circuit 170 implements a control for fixing a control transistor 111 of a DC/DC converter 110 in an on state.
