PROBLEM TO BE SOLVED: To provide a magnetic recording medium having excellent electromagnetic transducing characteristics and running durability, a low error rate and high recording and reproducing accuracy and capable of suppressing wear of a head by heightening smoothness of a magnetic layer, attaining thinness of the thickness of the magnetic layer and bringing performance of inorganic powder such as an abrasive material into full play and to provide its manufacturing method. SOLUTION: The magnetic recording medium and its manufacturing method are characterized in that a smooth layer mainly made of a polymer is formed on a non-magnetic layer; an application liquid for forming a non-magnetic layer containing non-magnetic powder and a binder is applied on the smooth layer and the resultant application liquid is dried to form the non-magnetic layer and an application liquid for forming the magnetic layer containing ferromagnetic powder; an inorganic powder and a binder are applied on the non-magnetic layer; and the resultant application liquid is dried to form the magnetic layer.
