PROBLEM TO BE SOLVED: To provide a wavelength conversion element capable of preventing light from decreasing in quantity, and a manufacturing method thereof. SOLUTION: The wavelength conversion element has an optical waveguide 13 having an incident surface 11 and an emission surface 12 and also has a first substrate 14 which has a polarization inversion layer formed and is made of a ferroelectric substance, a second substrate 15 which supports the first substrate 14, and a resin layer 16 provided between the first substrate 14 and second substrate 15, and a notch part 17 is formed in the resin layer 16 on the side of the projection surface 12.
