PROBLEM TO BE SOLVED: To provide a surface coated cutting tool which is high in hardness and strength, especially strong against impact from a layer thickness direction, and exhibits excellent chipping resistance and abrasion resistance. SOLUTION: The surface coated cutting tool has a hard coated layer including a titanium carbonitride layer (TiCN layer) made of columnar particles vertically extending against a substrate on a surface of the substrate and has characteristics of a particle width of the titanium carbonitride layer (TiCN layer) of 0.01 to 0.5μm and an Rsm of the hard coated layer of 10 to 30μm.
