PROBLEM TO BE SOLVED: To provide an electron emission element for reducing the deterioration of an electron emission material itself, having thin and compact constitution and allowed to be manufactured at low cost, and to provide a charging device, a process cartridge and an image forming apparatus using the electron emission element. SOLUTION: The electron emission element 60 in the charging device uses a composite substrate constituted of forming an electrode layer 62 on an insulating material as a substrate, and a thin film of a boron nitride material (sp3-bonded boron nitride) is formed in a fixed state on the electrode layer 62. A thin film electrode 64 is formed on the boron nitride material 63. A DC drive power supply 67 is formed between the thin film electrode 64 and the electrode layer 62. Further, a bias power supply 68 is formed between the thin film electrode 64 of the electron emission element 60 and an electrode 65 formed on the rear of an image carrier 66.
