A system for providing a collect call service while making conversation with the other side on a mobile communication terminal over a mobile communication network and a method thereof are provided to offer the collect call service to a receipt side terminal by transmitting a CDR(Call Data Record), which notifies a receipt side terminal of the collect call service, to a sending side MSC(Mobile Switching Center) via an ISUP message if the receipt side terminal requests the collect call service while making conversation with a user of the sending side terminal. A method for providing a collect call service while making conversation with the other side on a mobile communication terminal over a mobile communication network comprises the following several steps. A receipt side MSC transmits an ISUP_IAM(Initial Address Message) for setting up a call to a receipt side MSC matched with a receipt side terminal if a sending side terminal requests a call connection to the receipt side terminal(S200). In case that the receipt side terminal is in an idle state, the receipt side MSC transmits an ISUP_ACM(Address Complete Message) to the sending side MSC(S202). In case that the receipt side terminal responses to the call connection request, the receipt side MSC transmits an ISUP_ANM(Answer Message) to the sending side MSC(S204). In case that the receipt side terminal requests a collect call service, the receipt side MSC transmits an MAP_feature request message, matched with the collect call service request, to an HLR(Home Location Register)(S206). The HLR checks information on the receipt side and the sending side terminal according to the collect call service request, and transmits an MAP_feature request return message to the receipt side MSC for enabling a user of the receipt side terminal to pay the call connection fee(S208). The receipt side MSC includes the collect call service setup information, included in the MAP_Feature request return message received from the HLR, in an ISUP_CPG or an ISUP_UUI signal and transmits the ISUP_CPG or the ISUP_UUI signal to the receipt side MSC(S210).
