A composition comprising an anti-4-1BB antibody and an anti-CD4 antibody is provided to treat autoimmune diseases caused by increasing of CD11c^+CD8^+T cells C and eliminate tumor cells, thereby being usefully used as a therapeutic agent of cancers and autoimmune diseases or a self-immunity suppressant. A pharmaceutical composition for treating cancer and autoimmune disease comprises 0.1-50 wt.% of an anti-4-1BB antibody and 0.1-50 wt.% of an anti-CD4 antibody inducing the increase of CD11c^+CD8^+T cells as effective ingredients and a pharmaceutically acceptable carrier, wherein the cancer is lung cancer, liver cancer, or skin and intraocular melanoma and the autoimmune disease is rheumatoid arthritis.
