A cathode catalyst for a fuel cell is provided to obtain excellent activity and selectivity to reduction of an oxidant, and to improve the quality of a membrane-electrode assembly and a fuel cell system using the same. A cathode catalyst for a fuel cell comprises: a carrier selected from the group consisting of gold(Au), silver(Ag) and a combination thereof; and an active substance supported on the carrier and comprising a Pb-Bi alloy. The Pb-Bi alloy comprises 5-95 atom% of Pb and 5-95 atom% of Bi. The active substance is supported on the carrier in an amount of 5-60 wt% based on the total weight of the catalyst. The carrier has an average particle diameter of 2-4 nm.
