<P>PROBLEM TO BE SOLVED: To accumulate the output of a measuring instrument even if a communication path is broken down. <P>SOLUTION: When the communication path 2 is in a normal condition, a communication device 3-i transmits the output results of the measuring instrument 4-i installed in an area B-i to a center communication device 1 via the communication path 2. The center communication device 1 receives the output results from the communication device 3-i, and stores it in its storage. When the communication path 2 is broken down, the communication device 3-i transmits the output results through airwaves 6. When a mobile terminal 5-j moves to the area B-i, it receives the output results from the communication device 3-i and stores it in its storage portion. When the mobile terminal 5-j moves to an area A, it transmits the output results stored in its storage to the center communication device 1 by wireless communication according to the instruction from the center communication device 1.
