PROBLEM TO BE SOLVED: To provide a two-dimensional photonic crystal having a wide perfect photonic band gap (PBG). SOLUTION: Vacancies 12 are formed in a slab-like body 11. In the first surface 131 of the body 11, the vacancy 12 is arranged at a grid point 121 of a triangular grid 141 while, in the second surface 132, it is arranged at a grid point 122 at a position corresponding to the center of gravity of the triangular grid 141. An vacancy column 12A extends obliquely from the grid point 121 to the three grid points 122 most adjacent thereto. Similarly, the vacancy column 12A extends obliquely from the grid point 122 to the three grid points 121 most adjacent thereto. In this structure, in a cross section 14 inside and parallel to the body 11, the shape of a periodic structural unit 16 comprising the three vacancies is provided with symmetry property of C<SB>3v</SB>. With this symmetry property and the vacancy column 12A extending obliquely, a wide perfect PBG can be obtained. In one embodiment, such wide perfect PBG as 15% to the median can be obtained.
