PROBLEM TO BE SOLVED: To provide a flow control valve capable of damping shocks caused when a valve element sits on a valve seat. SOLUTION: The flow control valve includes the valve seat 3 provided in a housing 2, the valve element 4 secured to a valve shaft 5 vertically extending in the housing 2 so as to be mounted to or separated from the valve seat 3 by vertical movement of the valve shaft 5, a return spring 9 engaged with a dish-like member 10 arranged on the valve shaft 5 so as to urge the valve element 4 in such a direction that the valve element 4 is mounted to the valve seat 3, a drive section 1 for moving the valve element 4 in such a direction that the valve element 4 is separated from the valve seat 3 against the urging force of the return spring, and damping means (a plate member 11, a spring 12 and a stopper portion 15) for damping the shocks by reducing the urging force of the return spring 9 when the valve element is seated.
