PROBLEM TO BE SOLVED: To start data transmission while suppressing the occurrence of a delay when relaying data to be transmitted to an unspecified terminal. SOLUTION: When transmission destinations of data transmitted from a mobile wireless communication device mounted to a vehicle 30A are not mobile wireless communication devices mounted to vehicles 30B, 30C, the mobile wireless communication device of the vehicle 30A selects the mobile wireless communication device of the vehicle 30C capable of communicating with a mobile wireless communication device, with which one's own device of the mobile wireless communication device of the vehicle 30A is unable to execute the direct communication, and also, capable of communicating with more mobile wireless communication devices as a counterpart to ask relay of the data on the basis of link information regarding one's own device and pre-collected link information of the peripheral mobile wireless communication devices.
