PROBLEM TO BE SOLVED: To provide a radio access network apparatus and a method for improving the frequency utilizing efficiency of cell ends and sufficiently suppressing interference by other cells. SOLUTION: The radio access network apparatus includes: a means for discriminating whether or not user equipment belongs to an area of a cell end; and a means for allocating a cell end frequency to the user equipment located at the cell end and allocating a non-cell end frequency different from the cell end frequency to user equipment in areas other than the cell ends. The cell end frequencies include first bands different from cells. The non-cell end frequencies include a second band shared with a plurality of cells including its own cell and third bands equal to cell end frequencies of adjacent cells.
