PROBLEM TO BE SOLVED: To provide the melting method of high phosphorus steel, with which the melting cost of the high phosphorus steel is lowered by making P content contained in raw material molten iron remain at the blowing stop time in a converter to reduce the used quantity of Fe-P, and also, the hitting ratio to a target component is improved by making a component after tapping of the molten steel adjustable. SOLUTION: Under the condition of making slopping restrainable, the refining in the converter is performed by generating converter slag having basicity as low as possible. Wherein, the basicity is the ratio of SiO<SB>2</SB>content (mass%) to CaO content (mass%) in the converter slag. Furthermore, the high phosphorus steel is the steel having P content of≥0.05 mass%.
