PROBLEM TO BE SOLVED: To prevent traffic trouble due to the call during running by restricting the use of a portable mobile communication terminal in a running vehicle. SOLUTION: The portable mobile communication terminal has a control means 108 which detects the driving conditions including the conditions of a vehicle during stop and running by an engine sound detector 106 and a vibration detector 107, detects the operating conditions of the terminal including the conditions during calling and idling, and transmits a condition indicating signal showing the detected operating conditions and the detected driving conditions to a mobile radio communication network.
