PROBLEM TO BE SOLVED: To provide a cell arrangement method achieving the cell arrangement prevented from exceeding an allowable current quantity without lengthening turnaround time (TAT). SOLUTION: A cell arrangement program excutes respective steps by a computer. The program includes the steps of calculating a consumption current quantity of each cell constituting a net list, arranging a cell of interest on a layout plane while securing a region of a size according to a consumption current quantity calculated for the cell of interest and larger than an actual size of the cell of interest around the cell of interest, and arranging other cells so that the cells other than the cell of interest are not within the region.
