PROBLEM TO BE SOLVED: To provide a cosmetic, a hair dye, and a hair growth tonic/hair restoration stimulant excellent in skin beautification by improving dry feeling, rough skin, etc., to skin, excellent in dyeing effect, and hair growth/hair restoration effect to head hair, and having sufficient safety for long-term use. SOLUTION: These cosmetic, hair dye, and hair growth tonic/hair restoration stimulant are obtained by containing an extract obtained from a carrot (Tsuken carrot) produced in Tsuken island in Okinawa prefecture, preferably containing an extract extracted from the rootstalk of Tsuken carrot with hot water or an oil solvent.
