PROBLEM TO BE SOLVED: To provide a burner capable of continuing combustion even if an air ratio is made larger, and capable of being used over a wide air ratio, and to provide a fuel reforming device stably operated over a wide air ratio. SOLUTION: This tubular flame burner 10 includes: a tubular combustion chamber 12 one end of which is open and the other end is closed; a fuel supply part for supplying fuel toward the tangential direction of the inner peripheral surface of the combustion chamber 12 and installed so that the supplied fuel forms a swirl flow toward an open end in the combustion chamber; and an oxidant gas supply part for supplying oxidant gas toward the tangential direction of the inner peripheral surface of the combustion chamber and installed so that the supplied oxidant gas forms a swirl flow directing toward the open end in the combustion chamber and swirling in the same direction as the swirl flow of fuel, wherein the mixed gas of fuel and oxidant gas forms a swirl flow in the combustion chamber and in the swirl flow of mixed gas, an area with a high concentration of fuel exists on the upstream side.
