PROBLEM TO BE SOLVED: To provide a communication network system capable of checking in advance existence of a fault at a network build up function of each start-up node located on a network, and performing a quick action to a fault if the fault occurs. SOLUTION: Out of a plurality of start-up nodes located on a network in the telecommunication network system, a start-up node which completes communication start preparation processing at earliest turns into a leading node to lead network build up processing. Each start-up node SN holds a leading nodes execution flag indicating whether the own node is turned into a leading node in the past or not. In addition, the system comprises a delay processor 13 for delaying send-out processing for a network start signal, when it is determined from a value of the leading node execution flag that the own node is turned into a leading node in the past.
