PROBLEM TO BE SOLVED: To provide an image forming apparatus and a process cartridge for stably showing sufficient cleaning performance on an image carrier made of a crosslinked resin. SOLUTION: The image carrier of the image forming apparatus has a surface layer made of a resin formed by polymerizing or crosslinking and curing a compound having a chain-polymerizable functional group. A cleaning member is disposed as freely swinging around a shaft and in contact with the surface of the image carrier to make an acute angle with a cleaned surface of the image carrier. The position of the shaft is determined so that at a point where the top end of the cleaning member is in contact with the surface of the image carrier, a load component in the tangential direction of the image carrier is in the same direction both when the image carrier is stopped and when rotated.
