<p>A subband with good communication quality can be assigned to a terminal. A reference signal receiving means (1a) receives a reference signal over a plurality of subbands (#1 to #5) from a terminal (2). A communication quality measuring means (1b) measures the communication quality for each of the subbands (#1 to #5) by means of the reference signal. A subband assigning means (1c) assigns any one of the subbands (#1 to #5) for the terminal (2) to communicate with a communication apparatus (1) by radio on the basis of the communication quality. A reference signal transmitting means (2a) transmits the reference signal over the subbands (#1 to #5) to the communication apparatus (1). A subband assignment information receiving means (2b) receives information on a subband which the communication apparatus (1) has assigned to the terminal (2) out of the subbands (#1 to #5) according to the reference signal. A data transmitting means (2c) transmits the data to the communication apparatus (1) through the subband assigned to the terminal (2).</p>
