PROBLEM TO BE SOLVED: To reduce discharge of a heavy tar content from a moving bed type gasification furnace and improve the gasification efficiency at low temperatures of 1,000°C or less. SOLUTION: The device and method for gasifying waste comprise a vertical gasification furnace 1 having a charging port 9 through which waste and noncombustible pellets are charged to an upper part of the furnace; an oxidant supply means in which the oxidant gas and vapor are supplied by from a lower part to a filled layer between the waste and the noncombustible pellets inside the gas furnace 1 and sequentially creates a combustion zone 51, a reducing zone 52, and a thermal decomposition zone 53 by partial combustion in the furnace height direction; discharge port 11 that discharges the generated gas from an upper part of the gas furnace 1; and an extracting device 15 that extracts combustion residuals and noncombustible pellets from a bottom of the gas furnace 1, wherein the noncombustible pellets carry a nickel based reforming catalyst.
