PROBLEM TO BE SOLVED: To provide a nozzle-plate manufacturing method and others concerned which enable it to form a uniform functional membrane (water repellent membrane) as far as the circumference of nozzle even in case a plate member is formed with a translucent resin and the like. SOLUTION: The nozzle-plate manufacturing method comprises a shading membrane formation process wherein a nozzle 51 for discharging the liquid droplet is formed and the shading membrane 74 is formed in the translucent plate 60, a photopolymer arrangement process for making the photopolymer 71 of a negative type adhered to the discharge port of the nozzle of the translucent plate while charging the photopolymer 71 of the negative type to the inside of the nozzle, an exposure process wherein an exposure is performed from the surface opposite to the discharge surface, a developing process wherein a development processing for the negative-type photopolymer exposed in the exposure process is performed, a functional membrane formation process wherein the functional membrane 73 is formed in the discharge surface side and a photopolymer removal process wherein the negative-type photopolymer is removed from the translucent plate.
