PROBLEM TO BE SOLVED: To acquire the orbit of a spacecraft highly accurately, using a simple facility. SOLUTION: A phase difference detection device 61 detects the reception time difference of a telemetry signal 30 by receiving devices 40a-40c as phase difference, and a data analyzer 62 acquires the time rate of change of the phase difference of the telemetry signal 30 detected by the phase difference detection device 61, and the orbit 10 of the spacecraft 20 is acquired, by using the acquired time rate of change of the phase difference of the telemetry signal 30.
