<p><P>PROBLEM TO BE SOLVED: To achieve node extension in a form in which area splitting is restricted, by making it possible to transfer a packet (bridge processing) through setting of packet relay node without being passed through a higher layer, when a network is split in areas and routing in the area or among areas is carried out. <P>SOLUTION: When a network is subjected to area splitting, and packet transfer in the area or among areas is carried out; packet transfer processing of each packet relay node is classified into two layers, and the packet transfer processing can be performed by selecting the layer according to the packet received at each packet relay node.
