PROBLEM TO BE SOLVED: To provide a water-stopping method which can save manpower since the sandbags, which are currently used as a water-stopping method for bank protection of a river, a coastline, a subway, an underground shopping arcade, a civil engineering site, and an entrance of a house at the time of emergengy water level, requires too much manpower. SOLUTION: The water bag 2 is provided to the bank protection of the river, the coastline, the subway, the underground shopping arcade, the civil engineering site, and the entrance of the house. At the time of the danger level of the river, the water is stopped by infusing the water of the river or tap water and by using it as a water bag.
