PROBLEM TO BE SOLVED: To easily and effectively reduce a PAPR in an OFDM communication system. SOLUTION: A transmitter transmits an orthogonal frequency division multiplexing signal. A control unit receives a group of input symbols based on which the transmitted signal is generated. The control unit selects, from among a plurality of available allocations of input symbols to sub-carriers, one allocation to apply the received group of input symbols. Each available allocation serves to allocate the input symbols to respective sub-carriers in a different way from each other available allocation. Allocation selection is based on predicted values of a predetermined attribute (e.g., a peak-to-average power ratio (PAPR)) of the transmitted signal for different available allocation. The available allocation may be a variety of rotation. Further, elements of the transmitter generate the transmitted signal using the selected allocation. Such allocation selection can improve the predetermined attribute of the transmitted signal without imposing a significant processing burden. COPYRIGHT: (C)2008,JPO&INPIT
