An IC and a signal processing device using the same are provided to reduce power consumption of the IC by properly controlling power voltage according to a supply situation of external power with a digital processing circuit. A power voltage monitor(270) determines whether the first power voltage is supplied or not by monitoring a level of the first power voltage received from the external power. The power voltage monitor supplies the first power voltage if the first power voltage is detected, and supplies second power voltage if the first power voltage is not detected. Internal power(104) is a secondary cell capable of supplying the second power voltage. A DSP(Digital Signal Processor) circuit(240) decodes digital data, and is operated by the first or second power voltage selected by the power voltage selector.
