A system for transferring a resource within an area having a plurality of regions is disclosed. The system comprises: (a) determining means operable to determine whether any one or more of the regions requires an amount of the resource; (b) requesting means operable to issue a request to one of the regions for the amount of the resource; and (c) transferring means operable to transfer the resource from one of the regions to any one or more of the regions, such that any one or more of the regions are supplied with their required amount of resource.
