PROBLEM TO BE SOLVED: To eliminate lifting of a roadway by freezing and frost heaving in winter, by preventing the occurrence of a mud-pumping state, by draining moisture such as rainwater permeating into the ground to an external part from an upper floor slab of a hollow underground structure, in the hollow underground structure for forming an underground passage by being buried under the roadway. SOLUTION: A thermal insulation layer 5A and a water permeable layer 10 are layered on the upper floor slab 1a formed on inclined faces 8 and 8 inclining downward to both side ends from a central part in the width direction on an upper surface of the upper floor slab 1a of the hollow underground structure and surrounded by a frame-shaped peripheral wall part 9 by projecting the frame-shaped peripheral wall part 9 to four-side edge parts of the upper floor slab 1a. Cold air in the passage of the hollow underground structure is prevented from being transmitted to upper sediment of the upper floor slab 1a by the thermal insulation layer 5A. The moisture included in the ground is permeated into the water permeable layer 10, and is drained outside from a drain hole 11 arranged in the frame-shaped peripheral wall part 9 by going along the inclined faces.
