PROBLEM TO BE SOLVED: To rearrange files on a file system so that a fragmentation is hardly caused. SOLUTION: A file access information management part 133 inside a file system control part 130 manages the access information of the respective files, a file access statistic analysis part 134 inside the file system control part 130 analyzes access information and then generates the rearrangement command of the files to be predicted so that the fragmentation is caused in a short period of time, and the files are rearranged in a file rearrangement processing part 135 inside the file system control part 130.
