<P>PROBLEM TO BE SOLVED: To provide technique for inexpensively and stably switching between a strong hierarchy with low quality and a weak hierarchy with high quality. <P>SOLUTION: A digital broadcasting receiver includes: a program information acquiring means 104 for acquiring PSI; a program information storage means 108 for storing the PSI; a program information acquiring state determining means 109 for determining the reception state of the PSI and determining the hierarchy to be received; and a hierarchy switching means 105 for switching the hierarchy to be received. The program information acquiring state determining means 109 determines the acquiring state of the PSI to be transmitted only in the weak hierarchy from information of the PSI stored in the program information storage means 108.
