PROBLEM TO BE SOLVED: To provide communication control techniques with which distribution control can be performed flexibly in accordance with a participant's requirement of media transmission/reception to each of parties of participants.

SOLUTION: A communication control apparatus for controlling media communication among a plurality of participant devices connected to a network comprises: a policy receiving means for receiving a policy regarding media transmission/reception to a specific party from at least one participant device; a policy evaluating means for evaluating a policy among the plurality of participant devices and determining which participant device's medium is to be distributed for each participant device; and a notification means for notifying a media mixing means which performs media mixing for media communication, about an evaluation result in the policy evaluating means.
