PROBLEM TO BE SOLVED: To accurately detect the dazzling state for a driver. SOLUTION: A reference height detection part 722 detects reference height based on height of a driver's eye detected by a tracking part 121 when a brightness value in an area around the driver's eye of an image photographed by an indoor monitoring camera 111 is lower than a predetermined threshold value. When the brightness value of the area at the periphery of the driver's eye is varied in a direction higher than the predetermined threshold value, a state detection part 723 determines that it is changed to the state in which the driver's eye is irradiated with a strong light when the state that the height of the driver's eye is within a predetermined range of the reference height is continued for a predetermined time.
