PROBLEM TO BE SOLVED: To provide a hardening catalyst little in bleed-out phenomenon and rapidly hardening a hardenable silicone-based resin, and a hardenable silicone-based resin composition. SOLUTION: The hardening catalyst which is for hardening a hardenable silicone-base resin containing a hydrolytic silicon group in the molecule and which is a nitrogen-containing compound expressed by general formula (2) where R<SP>2</SP>shows a hydrogen atom or an organic group having a molecular weight of 1,500 or less, and R<SP>3</SP>shows a hydrogen atom or 6C or less alkyl group.
