PROBLEM TO BE SOLVED: To provide an organic EL lighting device and an illuminator which can continuously adjust an illuminance level up to a deep dim level. SOLUTION: An organic EL lighting device 50 comprises a rectifier 51 connected to an AC power supply PS for outputting a DC voltage, a voltage down converter 52 for varying an output voltage of the rectifier 51, a full bridge inverter 53, a current detecting circuit 54 having a resistance R for detecting a current of the full bridge inverter 53, a pulse width control circuit 55 for supplying pulse width control signals S1 to S4 to the full bridge inverter 53, and an organic EL element 10 formed as a light emitting element. The voltage down converter 52 comprises an amplitude control circuit 56 which supplies an amplitude control signal to a switching element Q. The pulse width control circuit 55 and the amplitude control circuit 56, in an amplitude control dimming system, at least adjust an illuminance level from a lowest illuminance up to an illuminance corresponding to a light emission threshold voltage (increase an output) based on a pulse width modulation.
