PROBLEM TO BE SOLVED: To more efficiently use a license by flexibly managing a license regardless of failure such as a breakdown of a server device managing the license to prevent generation of a time wherein the license cannot be used due to a stop of processing such as acquisition of the license during the breakdown of the server device.

SOLUTION: In this license management system, when communication with the server device is impossible, a terminal device 200 lends the used license to another terminal device 200 based on request from the other terminal device 200. When the communication with the server device 100 is impossible, the terminal device 200 request to borrow the license to the other terminal device 200. When the server device 100 restarts the communication with the terminal device 200, the server device 100 confirms a use status of the license to the terminal device 200 allocated with the license, and updates an allocation state of the license.
