<P>PROBLEM TO BE SOLVED: To improve an image quality by appropriately removing noise from an image. <P>SOLUTION: A statistics value calculation part 341 performs statistics value calculation processing for calculating as statistic values a standard deviation σ concerning the pixel value (x-i, y-j) of a noticed pixel area Pa, which is composed of a noticed pixel Pc to be selected in a sliced image S and neighboring pixels Pn positioned close to the noticed pixel Pc, so as to successively select the plurality of pixels P as the noticed pixel Pc in the sliced image S. Then, a noise extracting part 340 extracts the noise from the sliced image S, based on the standard deviation σ as the statistics value calculated by the statistics value calculation part 341.
