PROBLEM TO BE SOLVED: To provide a magnetic recording medium easily reducing spike noise as compared with conventional one; to provide a manufacturing method of the magnetic recording medium; and to provide a magnetic recording device. SOLUTION: The magnetic recording medium 11 has a non-magnetic base material 1, a lower soft magnetic backing layer 2 formed on the non-magnetic base material 1, a non-magnetic layer 4 formed on the lower soft magnetic backing layer 2, an upper soft magnetic backing layer 6 formed on the non-magnetic layer 4 and a recording layer 9 formed on the upper soft magnetic backing layer 6 and having perpendicular magnetic anisotropy, and further has crystalline magnetic layers 3 and 5 formed between the lower soft magnetic backing layer 2 and the non-magnetic layer 4 or between the non-magnetic layer 4 and the upper soft magnetic backing layer 6.
